He most likely can't update it because it's a 32-bit mac. Macs prior to the 2008 models are forever stuck on 10.7 because it's the last version to support 32-bit unless they use a firmware hack.

10.8+ only support 64-bit. So there's literally 2-3 generations of Macs that cannot upgrade past lion. If they can't upgrade past Lion I would HIGHLY suggest starting to look for a new computer to replace an aging mac, the software compatibility is only going to get worse and worse the longer they continue using it.
